The 24-year-old victim told police she was walking a neighbor’s dog when a stranger approached her in the lobby of the building. Law enforcement has identified the man as Charles Oliha, 46, a South Sudan diplomat who has been accredited to the United Nations. The woman claims he told her he was going to follow her upstairs, but she told him no.
Instead of listening to the victim, Oliha is accused of following her and forcing his way into her apartment. She says he then pushed her against the wall and sexually assaulted her. Then he did it again on her sofa; she told police he used protection the first time but not the second.
Police arrested Oliha, but he invoked diplomatic immunity, which does not allow officers to charge foreign officials with crimes. The NYPD had no choice but to release him. The US State Department is making a determination on where to go from here.
In the meantime, South Sudan has recalled its diplomat and has suspended him from carrying out the UN mission.
