What Vance Says Makes This Deal Different

Vice President JD Vance went on a media blitz after the signing to push back hard against comparisons to the 2015 Joint Comprehensive Plan of Action (JCPOA), the nuclear deal President Obama struck with Iran that President Trump scrapped in 2018. Vance described the new memorandum of understanding (MOU) as “about a page and a half” — a short, general framework, not a finished treaty. He stressed it is built around a two-step verification process. Iran performs; then Iran gets rewarded.[1]

“Iran doesn’t get a dime of money unless they perform their obligations,” Vance said.[3] He added that Gulf Arab states — longtime critics of the JCPOA — support this new framework. That is a meaningful contrast. Those nations hated the Obama deal because it handed Iran cash and legitimacy without stopping its regional aggression. Vance argues this deal flips that equation by tying every economic benefit to verified Iranian behavior.

What the MOU Actually Contains

Trump and Vance virtually signed the MOU on June 15, 2026. The agreement calls for an immediate ceasefire on all fronts, including Lebanon, and requires the Strait of Hormuz to reopen toll-free within 30 days.[4] The U.S. will also lift its naval blockade of Iranian ports, though the Navy says forces stay in place until the deal is formally complete. Senior U.S. officials confirmed that as of signing, “zero dollars of unfrozen assets” had been released to Iran.[4]

The MOU sets a 60-day window for deeper nuclear negotiations. Iran must pledge never to build a nuclear weapon and must address its stockpile of enriched uranium. Sanctions relief would grow only if Iran shows “good faith” in follow-on talks.[2] The U.S. is pushing for a moratorium on uranium enrichment lasting at least 12 to 20 years, while Iran has proposed just five years — a gap that still needs to be bridged.[11]

Iran’s Version Raises Red Flags

Here is where conservatives should pay close attention. Iran’s state-affiliated Mehr News published what it called a 14-point draft of the MOU. That version is far more generous to Tehran. It describes the release of $24 billion in frozen Iranian assets during the 60-day talks — with half available immediately after signing.[14] It also references a $300 billion reconstruction fund and calls for a full U.S. military withdrawal from the region. Iran’s draft pointedly excludes its missile program and support for terrorist groups from any future talks.[9]

The U.S. and Iranian drafts clearly describe two very different deals. The American version is narrower and more conditional. The Iranian version looks like a windfall. Until the full text is released publicly, Americans cannot know which version is closer to what was actually signed. Trump himself said he wants the text released “pretty soon,” calling it “a very powerful document.”[13] That transparency cannot come fast enough. The JCPOA failed because the details were buried. This time, voters deserve to see every word before the 60-day clock runs out and the next, bigger deal gets locked in.
